Job Duties


The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as an Assistant Division Administrator - Development in our Information Technology Division (ITD).

This individual will ensure that managers reporting to this ADA position are held accountable for executing their programs, defining and continually improving program processes and developing staff. This individual will play a role in understanding specific technology solution needs, assessing current staff technical skills inventory and assigning IT resources to individual efforts. VDOT IT focuses on continuous process improvement which will be a major responsibility of this IT leadership role.

This position’s specific responsibilities and duties will include, but are not limited to:



  • Direct the development of assigned programs by defining requirements, communicating requirements to IT management and staff, monitoring activities to meet requirements, reviewing draft documents and approving final policies, processes, standards and initiatives across VDOT.



  • Lead ITD strategic planning and governance planning and implementation efforts for VDOT by coordinating these efforts within ITD and agency-wide. 



  • Manage relationships with VDOT business customers. Ensure communication of IT priorities and decisions and alignment between IT initiatives and business goals.



  • Represent VDOT and the ITD on multi-agency and Commonwealth wide committees on issues and concerns related to technology standards policies representing VDOT's needs and positions on these issues.



  • Provide effective management of ITD by building and maintaining effective working relationships with other ITD staff and contributing ideas.

  • Actively contribute value to the decision-making responsibilities of the ITD management team.

  • Manage development of the yearly budget, ongoing fiscal responsibilities for IT strategic planning and the governance programs within the assigned ITD portfolios. Direct budgetary, fiscal, and office administration of the assigned ITD portfolios. Support the IT Security Program and develop and direct ITD Resource Management.



  • Manage IT strategic planning process for ITD and VDOT by leading, directing, and reviewing updates to VDOT's Strategic Technology Plan.

  • Manage and coordinate IT needs assessment and project prioritization tasks for other VDOT Divisions and Districts. Create Design and planning policy, guidelines and standards for ITD.

  • Manage, lead and coordinate procurement planning of all IT goods and services through VITA for VDOT.



  • Ensure staff develop and maintain knowledge and training to interact with other Divisions, Districts, state agencies and outside vendors to define and manage design and planning schedules. Represent the IT Director in maintaining customer relations.

  • Facilitate communication and issue escalations between VITA and VDOT business units regarding requirements for VITA service, VITA service issues and VITA service levels.



  • Provide compliance management for VDOT and ITD by ensuring management and staff are aware of compliance requirements, including requirements in job and position profiles, financial management, contract management, VITA, and ITP service management.

Minimum Qualifications



  • Experience in strategic information technology planning, alignment of information technology projects, portfolios and initiatives with strategic business goals.


  • Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.


  • Supervisory experience reflecting application of human resources principles, practices to include hiring, discipline, performance management and employee development.


  • Experience with information systems data processing methods, data analysis techniques and application systems maintenance.


  • Experience in strategic, tactical management of large, enterprise-wide technology programs of a size and scope similar to VDOT.


  • Experience in strategic and tactical management of large, enterprise-wide technology programs of a size and scope similar to VDOT.


  • Experience in the development of enterprise technology strategy, governance, quality assurance programs, implementation of policies and procedures.


  • Ability to manage, monitor and facilitate compliance with state and VDOT requirements for procurement, budget, and billing processes.


  • Knowledge of oversight compliance techniques as they relate to information technology.


Additional Considerations



  • Experience directing multiple development portfolios including : Application Development(.Net , Azure, Power Platform, Java) and Data Development ( Database, GIS, Data warehouse, ETL, Web Services and Business Intelligence)


  • Experience with defining application development strategies that align with organizational goals.


  • Experience with the complete systems development life cycle, particularly with planning, analysis, design, and project management phases.

  • A combination of training, experience, or education in Computer Science, Information Systems, Public Administration, Engineering, Transportation or related field desired.


  • Skill in procurement and vendor management, including knowledge of Virginia procurement laws and regulations and VITA procurement processes.


  • Extensive knowledge of VDOT's technology architecture and standards and depth and breadth of technology solutions.


  • PMP, ITIL Manager, or Six Sigma Green or Black Belt certification.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.

VDOT utilizes a market based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
