Job Duties


VDOT Lynchburg District is looking for a District Learning Manager with a drive to coach, develop and train employees. This position implements VDOT workforce development programs dedicated to meeting statewide and unique learning needs in the areas they support. Encourages and facilitates a transformative learning culture essential in developing VDOT's current and future workforce. Builds strong collaborative relationships and partnerships with Agency leadership and Human Resource teams locally and across the agency to evaluate and deliver workforce development programs for compliance with government standards, emerging business needs and individual development.


The District Learning Manager proactively engages to identify, develop and deliver just-in-time learning remedies to support local business needs. Directly engages with managers and employees to identify competency gaps for current or future career opportunities and identifies and facilitates developmental tools to address. Actively partners with key stakeholders to improve efficiency and effectiveness of local learning programs or to develop and deliver new programs to meet emerging needs.

Core responsibilities include but are not limited to:



  • Develop District Learning Plans


  • Partnership with HR Manager and local Communications Manager


  • Develop the District Learning Budget


  • Develop the VDOT Workforce


Minimum Qualifications



  • Experienced in data gathering techniques, needs assessment, training development, and delivery methods. Skilled in the use of computers and web-based applications.


  • Ability to develop, manage, monitor administrative, learning budget expenditures and maintain appropriate records related to learning events.


  • Ability to build and maintain effective relationships at all VDOT employee levels. Manage projects and multiple priorities with minimal supervision.


  • Able to thrive independently while also supporting and delivering on broader team goals. Able to balance local and statewide learning needs.


  • Knowledge of organizational development, change management strategies, compliance training, adult educational theories, practices and principles.


  • Ability to partner and communicate effectively, orally and in writing, with diverse audiences to make presentations and conduct meetings.


  • Ability to assess, plan, and adapt to emerging employee learning needs by conducting root cause analysis, plan work based on overall organization business goals, and meet regulatory requirements.


  • Experience using blended learning, learning management systems, and providing career development coaching.


  • Experience in developing and delivering training curriculum to include technology based delivery methods.


  • Occasional travel required across District facilities and in other state locations as needed or directed to deliver HR services or attend meetings.


Additional Considerations



  • A combination of training, experience, or education in Industrial Psychology, Organizational Development, Public Administration, Business Administration or related field desired.


  • Experience with mentorship programs, career and developmental coaching, organizational development or continuous improvement.


  • Certification as a Leadership Coach, Master Trainer, or Facilitator, Myers Briggs Type Indicator (MBTI) or Dominance, Influence, Steadiness, Conscientiousness (DISC) profile assessment.


  • Experience in adult learning, blended learning, and human development concepts. Experience managing and delivering learning programs for corporate or government organizations.


  • First Aid and CPR instructor certification is desirable.


  • Experience using Cornerstone On Demand or equivalent Learning Management Systems (LMS), Microsoft SharePoint, Adobe Connect, WebEx, Google, or other similar technology programs.


  • Experience applying creative problem-solving skills to large organization learning, training, development or performance issues by assessing or implementing holistic solutions that solve problems.


  • Experience facilitating groups; business analytics and learning budget development.

advertised rates of pay may or may not align with the Commonwealth pay bands.
