Job Duties


The Virginia Department of Transportation (VDOT) Hampton Roads District is seeking an Area Land Use Engineer to supervise and train professional engineering and technical staff.   Plan, develop, coordinate and monitor activities of engineers responsible for the technical review, analyses and approval of engineering activities.  Lead projects across functional areas of the department. Provide project management and leadership to include planning, supervising, organizing, monitoring and directing work activities of staff and resources. Coordinate activities with management, stakeholders, customers, and key individuals throughout VDOT. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs.

Core responsibilities for job & position:
Provide responsible charge support to district management for other non-land development activities to include district maintenance and construction programs.  May review or design drainage structures to include open channels, culverts, curb and gutter, drop inlets and storm sewer system, as well as straight-line sketches, erosion and sediment control measures, miscellaneous maintenance projects and no-plan construction contract development.

Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.

Respond to technical inquiries from employees, the public, local government agencies, stakeholders and other special interest groups. Establish and maintain timely communications and close working relations with project team members to ensure vital technical project information is disseminated.


Review and approve development plans for subdivision and land use programs as responsible-charge engineer. Ensure actions are within policies, standards, plans, and designs.  Perform thorough reviews for rezoning requests, master plans, traffic impact analyses, subdivision plans and site plans. Coordinate additional technical reviews by district support engineering sections.  Work with developers, consultant engineers, county staff, boards of supervisors and VDOT staff to ensure a quality set of plans.  Identify needs and recommend modifications to plan submittals.  Ensure plans are checked and approved within established timeframes.  Administer and monitor permit and subdivision policies to ensure program guidelines are met.  Demonstrate proactive planning awareness to anticipate future facility needs based on development trends. Demonstrate environmental stewardship and care for the environment.



Supervise team of engineers and technicians. Assign projects and task, monitor work progress and provide guidance. Promote training and development opportunities.

Provide leadership and direction to assigned engineering team. Provide technical support and assistance to VDOT staff in other divisions or districts on projects as needed to meet goals. Prepare and review technical reports. Act as team and technical lead for projects and proposals. Provides technical leadership to engineers and technical staff. Provides recommendations on various technical aspects of assigned engineering program.

Provide assistance and guidance for review of work under construction and address changes that occur.

Prepare frequent management reports documenting staff task assignments, project status and unresolved issues requiring management direction and decision.

Suggest and lead the implementation of improvement opportunities for the section. Develop implementation strategies that result in improved quality in the outcomes for customer satisfaction and efficiency.

VDOT is an emergency response agency, and this position may be designated to support emergency operations during certain situations. As such, you may occasionally be required to work an assignment that includes hours outside the normal work schedule including weekends and holidays. Not all designated employees are provided an emergency operations assignment.

Minimum Qualifications


• Valid driver's license.
• Degree in Civil Engineering or related field.
• Experience applying knowledge of administrative principles, practices and law related to transportation, land use and development.
• Skill in the use of computers and software applications.
• Skill maneuvering through complex political situations, effectively interacting with
employees, citizens, government officials and demonstrating sensitivity to how people and organization's function.
• Experience reflecting knowledge of transportation planning to include federal, state and local planning and land use regulations, procedures and policies.
• Valid Professional Engineer's license.
• Experience applying knowledge of land development plan reviews, traffic impact studies, and related requirements.
• Experience reflecting knowledge of civil engineering principles and practices as they relate to transportation and highway engineering design.
• Ability to manage financial resources.
• Ability to effectively lead and coach professional and technical staff.


Additional Considerations


• Experience in highway, drainage, construction permitting or land development engineering.
• Progressively responsible engineering and land development experience in a diversified transportation program
